Summer vacation is the time of year where families look to go somewhere special and create lasting memories. Many families will choose to vacation outside the U.S. and in order for this to happen, all family members must have a passport in hand and this includes the children. A passport for minors can be obtained but will require some forethought and planning well before the trip is scheduled to take place.
All of the children within the family, no matter their age, must have their own passport and this even includes the infants. The application process must be completed in person with both of the parents or guardians present. This is a requirement for any minor 16 years of age or younger, without exception. The parents or guardians must show proof of their relationship to the minor along with providing a copy of their own identification to submit with the minor’s application.
The parents will need to locate an office that accepts in person passport applications locally and this can be either a Passport Acceptance Facility or a U.S. Regional Passport Office along with any U.S. Consulate or U.S. Embassy office. The minor will need to have with them a completed passport application along with proof of U. S. citizenship. Photo identification, if it is available, will have to be presented for the child and if it is not, then the parent may be required to show theirs and provide a photocopy with the application. Parental consent will either need to be stated on the application or a separate consent form filled out at this time.
There is a fee for processing the application and issuing a passport but this is substantially less than that for an adult passport. The total amount will include the actual processing charge along with an issuance fee that covers the entire cost of the passport process. The payment methods may vary from location to location and this should be researched before arriving to ensure that the proper form of payment is ready.
Occasionally, the need arises for an expedited passport and there are several ways to make this happen. The standard government time frame for expediting is 2 to 3 weeks for an additional charge, whereas the private services providers can make this happen in one to two business days if needed. This comes with an additional fee above what the government charges for the passport to be issued.
There is one other item of identification that will need to be provided when applying in person and that is two identical color photos. The photos need to meet the government’s requirements for passport photos and should be done professionally. Vending machine photos are not acceptable but there are options such as local photographers that can do this for a small charge.
For renewals, any minor that was under the age of 16 at the time the passport was first issued will need to reappear at a local office in order to get it renewed. If the child was 16 at the time of issue, then it is possible for them to renew by mail rather than have to go into a local passport agency. They will need to have their old passport handy as it is turned in with new photos and a completed renewal application. If the expedited service in necessary, then they can either choose the government wait time of two to three weeks or one of the online services that can shorten that wait time greatly.
Any way you look at it, a has to be applied for in person if they are under the age of 17. If they were lucky enough to be 16 when their initial was issued, then the renewal options are greater by being able to either go online or through the mail. If having the passport expedited is the only option they have due to scheduling, then either the government option or the private services may be utilized, depending on the speed that the passport needs to be returned.
For the first time, Mercer consulting published its yearly Quality of Living city ranking, with a new brand new chart included, called Eco-City Ranking. While Toronto was located at a solid 16th place in the world and in third place in North America, in terms of regular quality of living, our position in the Eco-City chart is not so good.
This chart recognized the best cities in terms of water availability and drinkability, waste removal, class of sewage systems, air pollution and traffic congestion. In other words, the top cities produce minimal pollution and take advantage of maximum renewable resources. Whilst we would assume the green cities such a Oslo to rate highly, we wouldn’t have assumed industrial cities such as Stuttgart to be more eco-friendly than Toronto, but they are! Toronto did not come out very well even among North American cities, ranking in 11th place. The city with world’s best ecology standards is Calgary, followed by Honolulu and both Ottawa and Helsinki being given the bronze medal. Montreal and Vancouver also did brilliantly for Canada, ranking a joint 13 in the eco-city article.
While in the light of our 16th place in overall ranking the Eco-City ranking may seem of negligible importance, we have to be mindful of the gap. When you look at quality of living, how the city deals with the environment is going to have an impact of those that live there, which is confirmed by a senior researcher at Mercer.
Our dawdling in environmental quality of life may have control on our overall quality of life, quicker than many of us would expect.
